The Office of Government Commerce (OGC) has announced the appointment of two new Non-Executive Directors to the OGC Board. David Turner and Martin Jay will join four existing board members: Nigel Smith - Chief Executive (Chair); William Jordan - Chief Sustainability and Operating Officer; Sally Collier - OGC Executive Director; Alison Littley - Chief Executive Buying Solutions; and Debbie Hewitt - Non-Executive Director.
The Non-Executive Directors will support and champion OGC's Directorates. David Turner will be working alongside Mike Burt, Director of Government Estate Transformation, to provide insight to the forward estates agenda. Martin Jay, who has worked as an advisor to the HM Treasury Operational Efficiency Programme (OEP) examining operational spending in the public sector, will be working with the collaborative procurement team on wider public sector engagement and to help deliver the challenging value for money targets outlined in the OEP.
Commenting on the new appointments, OGC Chief Executive, Nigel Smith said:
"I would like to welcome our two new Non-Executive Directors David Turner and Martin Jay to the OGC Board. Both David and Martin bring with them a wealth of experience in leadership and managing change and will provide an important contribution to helping OGC meet the challenges that lie ahead."
David said: "I am looking forward to working with OGC on the delivery of its High Performing Property agenda to help get the best value from the Government's estate and reduce operating costs."
Martin said: "I am looking forward to supporting OGC in the delivery of the recommendations arising from the collaborative procurement strand of OEP to help increase uptake of collaborative strategies across central civil government and the wider public sector and therefore meet the targets outlined in my report."
About the new Non-Executive Directors
David Turner is the Chairman of WSP Group plc, a FTSE company, providing a broad range of global management and consultancy services, including engineering, planning, transportation and environmental and management consultancy in the built and natural environment. His other Non-Executive directorships include Genesis Housing Group and Falcon Property Trust. David was formerly Group Property Director of Barclays and CEO of Barclays Property Holdings Limited.
Martin Jay recently retired as Chairman of VT Group plc where he was also Chief Executive. Prior to this he was appointed as the Chairman of Invensys, global technology and controls group. He previously held a range of leadership positions at GEC and was a member of the GEC Management Board. Martin has previously collaborated with HM Treasury on the Operational Efficiency Programme and led the collaborative procurement strand of activity.
The OGC is an independent office of HM Treasury, established to help Government deliver best value from its spending. The OGC works with central Government departments and other public sector organisations to ensure the achievement of six key goals:
OGC provides policy standards and guidance on best practice in procurement, projects and estate management, and monitors and challenges departments' performance against these standards, grounded in an evidence base of information and assurance. It promotes and fosters collaborative procurement across the public sector to deliver better value for money and better public services; and it provides innovative ways to develop Government's commercial and procurement capability, including leadership of the Government Procurement Service.
