To meet the challenge set out in Transforming Government Procurement, the OGC/CPD is creating an environment where the public sector can work together to drive the best value, most efficient and most sustainable deals, known as the 'Collaborative Procurement Model'.
The Collaborative Procurement Process which supports the model is a proven method of delivering savings and efficiencies in the Public Sector environment. The process has been agreed by the Strategic Stakeholder Forum (SSF) and is the recommended approach for teams delivering Public Sector collaborative procurement programmes.
The process is defined in the following pages and is supported by a toolkit which contains a series of tools and templates to support teams through the process.
This toolkit has been created to support the principles and approach to Collaborative Procurement and contains a wealth of information which will cater for the needs of a broad range of individuals.

The toolkit is a support tool for procurement practitioners and builds on their experience and training, the OGC Collaborative Operating Model and associated governance/reporting and departmental skills and experience. Category management experience in a non-collaborative environment will be enhanced by use of the tools. The toolkit is not intended to be stand-alone, but rather to support and bring uniformity to the collaborative process, and to assist in addressing capability and knowledge gaps.
There are various ways to navigate through the process and tools depending on your use of the collateral. The process steps at each level link directly to the activities associated with each activity, which in turn link to the appropriate associated tools. To assist in use the tools have been classified as 'essential', 'recommended' and 'useful'

There are separate areas of the vPMO which address the overall OGC Collaborative Procurement Model and associated governance and reporting.
