July 2007: New Procurement: Envelopes
An OJEU for bespoke, printed and standard catalogue envelopes was published on 31 January 2007.  HMRC are leading on this procurement with seven other public sector organisation committed to joining the proposed framework agreement following award.  The ITT document is currently being finalised and will be issued to pre-qualified suppliers in July 2007.  Contract Award is anticipated for Q3 07/08. OGC has undertaken to complete the envelope procurement before transitioning the framework to OGCbuying.solutions.

July 2007: New Procurement: Multi-functional Devices
OGCbuying.solutions is soon to undertake a refresh of its Photocopier / MfD framework currently due to expire in March 2008.  The OJEU advert, anticipated for release in July 2007, is likely to broaden the scope of the existing agreement to include a total managed service option, as well as continuing to promote the 'total solution' approach; high volume discounts; Great Deals and guidance for further competition.  In order to meet customer requirements and expectations, OGCbuying.solutions has established a Stakeholder Forum of representatives from across the Public Sector including Central Civil Government, Local Government, NHS Hubs, Police and Higher Education.  Any additional Public Sector organisations interested in aggregating their future volume with OGCbuying.solutions and/or collaborating on the procurement process, should contact paul.reardon@ogcbs.gsi.gov.uk

July 2007: New Procurement: Couriers Services 
A new suite of Courier frameworks covering National, International, Same-day and hazardous material transportation services is presently under development.  The project, led by HM Revenue & Customs and supported by OGCbuying.solutions, is due to be awarded Q3 07/08.  The framework will help organisations across the public sector make significant savings on their Courier services spend.  Collaborating organisations include the Department for Environment, Food and Rural Affairs (DEFRA), the Crown Prosecutions Service, the Home Office and NHS Purchasing and Supply Agency (PASA).

July 2007: Framework Award: Print Services As of 1 April 2007, a new pan-government Print Services Framework led by DfT is available for you to join, saving the cost and time of running a full OJEU procurement exercise.  A four year agreement, it involves 60 suppliers across the UK, each of whom have been evaluated to ensure they have the capacity and technical capability to meet a wide range of printing and associated requirements.  The Framework includes:

  • Web offset;
  • Digital printing;
  • Litho SRA2/B2 and Litho SRA1/B1;
  • Posters;
  • Binders and wallets;
  • Forms and continuous stationery;
  • Label and tape printing;
  • Duplication; and
  • Print management.

Guidance is now available on how to access the Framework.

July 2007: Framework Update: Recycled Printing Paper Framework
The DfT Recycled Printing Paper Framework has been in place since September 2005, this agreement facilitates the procurement of papers for printing purposes.  The contract is fully enabled for any public body to access, including all central government departments, their agencies, NDPBs and the wider public sector.  It is one of the first pan-Government deals to enable departments to meet both the Value for Money and Sustainability agendas.  It contains only recycled paper grades from a minimum of 50% recycled pulp up to 100%, ensuring compliance with the DEFRA revised Quick Wins Standards.

Departments will benefit by using a fully OJEU compliant deal negating the requirement to undertake the full OJEU procurement and evaluation process.  Users will also benefit from the services of a dedicated contract management team providing regular management information and maintaining supplier relationships.

July 2007: Framework Update: Postal Services
Postal Services framework agreements are now available covering end-to-end postal delivery, down-stream access (DSA), mail consolidation, secure mail, PO boxes and more.  The postal services offering encompasses a multi-source option which gives customers extensive choice and the facility to run a mini competition, dependent upon their requirements.
The OGCbuying.solutions Postal Services team is available to provide information and guidance on:

  • Procurement issues specific to the public sector 
  • Tailoring solutions to suit specific customer needs 
  • Implementation and change management 
  • Best practice and benchmarking 
  • Monitoring supplier performance 
  • Trends and developments within the market

To date over 2,000 public sector organisations have become new customers of these frameworks, recognising both the value for money and efficiencies to be achieved by not conducting a separate procurement exercise for their postal requirements.
