Public Sector Construction Clients' Forum

Background
Successful delivery of an ambitious programme of public sector reform, requiring investment in bought-in services, depends on markets being able to respond effectively and innovatively, and at an affordable price. This was the basic premise of the 'The Kelly Report' (Increasing Competition & Long Term Capacity Planning) produced under the chairmanship of Sir Christopher Kelly and published in December 2003.

The "Kelly Programme" aimed to achieve a more systematic and strategic approach to major government markets.   Construction was chosen as the first market to test the process of matching demand and supply. The report produced at the end of the first phase of the First Kelly Market (Construction) work recommended the creation of a senior stakeholder group.

The Public Sector Construction Clients' Forum (PSCCF) was established in December 2005:

  • to provide the senior stakeholder group envisaged by Sir Christopher Kelly, which would receive and consider construction demand data. It would also provide a market analysis function and advise departments on the market implications of programme implementation; and

  • in response to a main recommendation in the March 2005 National Audit Office report, Improving Public Services through better construction. This stated that OGC should take the lead in establishing and supporting a single departmental forum at senior management level to strengthen the leadership and co-ordination of public sector construction activity.

Seven limited-life working groups have reported to the PSCCF. Working Group 2: Whole life value for money and Working Group 3: Better Embedding of Best Practice are still extant. The other working groups have completed their work and have been disbanded. In place of Working Group 1, which oversaw the publication of the 2005-2015 Construction Demand/Capacity Study Report (PDF, 2MB) and the development of the Econometric Model (PDF, 40KB), the Market Analysis User Group has been established and now reports to PSCCF twice a year.  Working Group 4 delivered the Fair Payment Best Practice Guide launched in Summer 2007.

Membership and meetings
Dame Mavis McDonald took over the Chair of PSCCF from Sir Christopher Kelly in March 2008 . OGC provides the Secretariat and the Forum meets quarterly. The current members are:
