Welcome to the SR04 Efficiency Guidance. Here you'll find information to assist Efficiency Programme SROs in fulfilling their responsibilities, a how to guide about reporting, and detailed information on measuring efficiency and assessing levels of service quality.
Departments are required to take responsibility for validating their own efficiency gains. HMT is here to support you and familiarity with this guidance will help ensure that your reported efficiency gains are robust and publicly defensible.
Consistent application of this guidance across your department's SR04 efficiency programme will ensure that your gains progress to higher categories for data maturity, classification and systems assurance as you move through the SR04 period.
This guidance has been developed in consultation with the National Audit Office, the Audit Commission and the Department for Communities and Local Government .
