Policy, Funding and Regulation (PFR)

The Policy, Funding and Regulation (PFR) workstream focuses on efficiency gains that can be delivered in the areas of policy making, funding and regulation of operations.

This includes, for example, developing policy and regulation, setting standards and targets, allocating revenue and capital funding or grants, inspection and compliance activity, and seeking to influence quality through initiatives and national support.

The overall objective is to reduce the cost to government of this activity while increasing its effectiveness. The Efficiency Review encouraged departments to consider specifically:

  • Discontinuing functions of low added value
  • More efficient working and interaction across local delivery bodies
  • Reduction of the PFR burden on front line resources, e.g. by reducing the number of nationally set targets.
  • Simplification of the delivery landscape, e.g. removal of duplication, merging, alignment around common customer groups.
  • Change in regulatory / compliance regimes which would reduce the burden on government (and the private sector) while not negatively impacting on compliance levels.
  • An improved and more flexible central model for policy operations
  • Better management information on PFR costs.

This resulted in a highly diverse set of existing and proposed projects across most departments, which overlaps with other workstream themes and existing central initiatives. The workstream will initially look at options for supporting the implementation of current plans and for encouraging further changes in this area.
