The Grey Fleet Toolkit can be used by public sector organisations to learn more about the impacts of grey fleet and the steps that can be taken to better manage this form of travel. It includes examples of best practice in managing grey fleet, as well as some practical tools like a decision tree and sample grey fleet policy.
This paper looks at the impacts of grey fleet and some emerging best practice on managing grey fleet to deliver benefits, such as cost savings, reduced environmental impact and strengthened duty of care. It is aimed at public sector organisations starting to review their grey fleet travel and seeking ideas on some "tried and tested" steps for better managing it.

It draws on business cases used by those who have already achieved senior-level support for their grey fleet projects and is aimed at public sector organisations seeking to achieve similar support.

A practical tool based on decision trees used by a number of government departments and agencies. Can be used to help guide employees through a hierarchy of travel options, from use of audio- or video-conferencing to avoid travel, to public transport, lease, hire or pool car, and, the last option, grey fleet. Also provides more detailed information on the different travel options, and specific advice on managing risk associated with travel and, in particular, grey fleet.
A sample document that may be used to offer ideas about structuring new travel policy, and in particular policy relating to grey fleet. It should be noted that it is not intended for use as a comprehensive policy in itself, but rather as a framework for generating options on travel policy. It is aimed at organisations taking practical steps to manage grey fleet travel and looking for a framework for revising their policy.
