OGC received a request for the following information under the Freedom of Information Act 2000:
1. Please could you tell me how many staff at the OGC are full time civil servants, how many part time civil servants, and how many are now on fixed term or interim contracts using external staff from the private sector/consultancy services?
2. Could you tell me how much the OGC spent on external consultancy services including use of interim staff and fixed term contracts in 2003/4 and 2004/5?
3. Could you list the top ten consultancies used by your department in each of the last two years 2003/4 and 2004/5 in descending order of a) annual cost and b) number of contracts.
In relation to the first part of the request, OGC disclosed information accurate on 1 April 2005. It should be noted that OGC does not undertake daily headcounts of staff and to collate the requested information from disparate sources would exceed OGC's appropriate limit under the FOI Fees Regulations.
With regard to the third part of the request, the information sought was not held in this form at the time at the request was received. In order to provide the information in the form requested we would effectively be creating new information in order to answer the request. As the Freedom of Information Act does not require us to create new information we made this disclosure outside the Act.
