The Certificate of Competence in Purchasing and Supply develops Government knowledge and workplace skills, providing an opportunity for civil servants, engaged in purchasing and supply, to demonstrate their professionalism. A growing number of departments offer a procurement allowance of up to £1,500 per annum to staff in procurement posts, who hold the Certificate of Competence.
The certificate is administered jointly by OGC and the National School of Government. Those who are awarded the qualification can go on to further professional studies through the Chartered Institute of Purchasing and Supply (CIPS). The Certificate of Competence is accredited by CIPS and gives exemption from the Foundation Stage of the CIPS Graduate Diploma.
Certificate of Competence candidates, who were registered with CIPS at the time that CIPS new qualifications were introduced, were given a time frame in which to complete their Certificate of Competence and claim additional credits against the CIPS qualifications. CIPS has produced a position statement to clarify Certificate of Competence requirements in relation to CIPS qualifications, including updated timeframes for completion.
The Certificate of Competence is awarded on successful completion of the Procurement Certificate courses (PC1A, PC1B, PC2, PC3), three associated examinations, and a workplace assessment.
