The Strategic Supplier Board (SBB) was created by the Chief Information Officers Council, to ensure executive level engagement between the major IT players in Government and the major IT suppliers. The SSB membership is made up of CEO level supplier representation and Government CIO"s. It is a unique collaboration between government and industry to realise three joint strategic objectives:
The Supply Transformation Programme (STP) brings together all of the activities needed to deliver the Strategic Supply Board"s objectives into a coherent Programme. It is managed by the OGC, with support from other government departments and Intellect, to set the enabling framework for delivering against these targets.
The SSB commissioned joint government and industry expert teams to develop tools and processes to help realise its strategic objectives by end CSRO7. To this end the teams have developed the Procurement Pre-Qualification Test (PQT) and the Joint Statement of Intent (JSI) to assist Senior Responsible Owners (SRO) during the lifecycle of complex projects.
The Procurement Pre-Qualification Test (PQT) has been developed as a self assessment tool to enable the SRO to qualify the status of a major ICT procurement prior to the start of a competition. Its purpose is to assist the SROs engagement in the pre competition stage by focussing on key areas to be addressed to ensure a successful procurement and subsequently, delivery of outcomes. The PQT is a tool for internal application. Whilst the outcomes may be used for consideration by the SRO, senior project or programme members, or the Programme Board, The PQT is not intended to be a vehicle for external reporting.
The purpose of the Joint Statement of Intent is to ensure that all parties involved in IT enabled business change have a common understanding of the core objectives and business outcomes that the commissioning Department requires from the initiative. It is designed to help improve the success rate of Government IT Programmes and Projects by supporting departments and their suppliers in working together to develop a shared view of:
