Property Asset Management Maturity Matrix

This Maturity Matrix defines levels of organisational maturity and capability across all aspects of Property Asset Management (PAM). It has been developed to underpin the Skills and Capability Component of High Performing Property (HPP) and to support delivery of a rationalised effective central government estate by 2012.

The Maturity Matrix is a profiling tool for understanding the total requirement for PAM capability regardless of whether provision is in house or through private sector partners. Application of the Matrix recognises that a range of factors impact on the required levels of capability. Analysis of the descriptors allows an individual target Profile to be developed and matched against the existing Profile. Any shortfall can then be addressed and progress towards maturity managed.

Although the Matrix has been developed for buildings and office accommodation it applies equally to specialist and infrastructure assets and there is an increasing expectation of wider application. The Matrix is primarily to be used in self-assessment and self-development but it can also be used in a PAM audit.

Why use the Maturity Matrix

Using this matrix in assessing the organisational capability in PAM gives the following benefits:

  • An evidence based assessment of the existing organisational capability across all the enabling aspects of PAM
  • A well founded evaluation of the areas of shortfall in PAM capability enabling assessment of changes required in any aspect of PAM
  • Insight into the activities required to support PAM and thus an appraisal of the action required under HPP in terms of time, resource and cost
  • A defined methodology that underpins the justification for agreeing a capability Transition Strategy
  • Assurance of availability of capability in line with delegated responsibility and accountability, and
  • Assurance of capability to comply with PAM regulatory, propriety, value for money, and management of property related risk.

Background

The PAM Maturity Matrix, created during the Leeds University Study was further developed to define the standard for organisational capability.  The Matrix has been refined, aligned with BSI Publicly Available Specification (PAS) 55 for Asset Management.  It has been developed and validated through a process of workshops and consultation including representation from academics, consultants, OGC, departments and sponsored bodies.

Next Steps

In time, the Maturity Matrix will be complemented by an evidence-based assessment methodology and a series of targeted questions for supporting the analysis of organisational Maturity.

The assessment methodology, still to be scoped and developed to support the Matrix, could include the following:

  1. A series of questions targeting levels of Maturity within each enabler.
  2. Structured assessments using a facilitated focus group session of key representatives from across the organisation impacted by property asset related matters, supported by interview and evidence based data.
  3. A PAM capability review methodology similar to the OGC Procurement Capability Reviews or OGC Gateway™ Review methodology.

The PAM Maturity Matrix assessment methodology, when developed and rolled out, will enhance understanding of PAM as defined by this standard Maturity Matrix.
