What you need to do

Determine procurement priorities. The choice of procurement options depends on the nature and objectives of the project and the route that offers the best potential for the delivery of value for money. Evaluate sources of supply (e.g. outsourcing). Use OGC's supplier intelligence service if required, and see guidance on Market assessment.

Specific guidance on procurement options for Construction and IT projects is given below.

Points to consider

Decisions about procurement options should relate to the objectives for the project and thus to the procurement priorities.
Consider the issues relating to strategic management of key suppliers - do they have the capability and capacity (as well as the commitment) to meet your requirement as well as those of others in the public sector? Refer to your organisation's overall procurement strategy for policy on key suppliers.

Decide whether to set up arrangements with:

  • multiple suppliers
  • single supplier

See the single/multiple supplier checklist (PDF)

Under certain conditions you may think it appropriate to disclose information about your budget.
