What you need to do

Draw up a plan reflecting the chosen approach ensuring all tasks and deliverables are identified in sufficient detail to allow progress to be tracked and managed. Ensure timescales are realistic and opportunities for streamlining the process and running activities in parallel are explored.

Review skills and resource requirements, and plan to acquire any additional support. Consider whether specialist advisors (procurement, legal etc) will be required, and when.

Points to consider

Where design (of buildings or information systems) is a key part of the requirement, it is essential to involve contractors/suppliers as an integrated team as early as possible. - this is a requirement of Achieving Excellence that is good practice for any project requiring development of design aspects.

Supplier involvement at the earliest possible stage (even as early as during policy formulation) can foster innovation and creativity from suppliers in any procurement.
