What you need to do

Decide the evaluation stages required, the overall evaluation criteria and the evaluation process. Check that the evaluation strategy is acceptable to stakeholders and compliant with EC procurement rules. Points to consider

The tender board must allow enough time for evaluation. If short cuts are taken there will be risks of:

  • uninformed decision-taking
  • increased risks during service delivery
  • poor value for money over the life of the contract.

You will need to think about the evaluation stages, the numbers of bidders, evaluation team and the evaluation criteria.

Consider how variant bids will be managed/evaluated.
