What you need to do

Identify the individuals and documents that can provide information on:

  • The background to the requirement including future developments
  • Related contracts as identified in the <contract strategy> and any assets affected by the procurement
  • The detailed requirements and their business implications
  • Metrics (i.e. volumes, benchmark data etc)

Points to consider

Ensure Stakeholder needs are identified and taken into account. The Stakeholder Map can be used to identify them, and the Communications Plan will show the mechanism for communication with them.

For construction projects it is good practice to involve independent client advisers in developing the requirement as a design brief.

For complex procurements, there may be other departments that have undertaken something similar and may be able to provide useful input based on their experience.
