Review and sign-off

The specification must be reviewed and signed off before it can be issued to suppliers. Similarly any areas of business change need to be reviewed and signed off. The review should also cover the risk register to ensure requirement related risks have either been closed or are acceptable to the organisation.

Key criteria are:

  • the requirements are complete and accurate
  • stakeholder needs have been taken into account
  • future developments have been taken into account
  • consistent with:
  • business case
  • business requirements
  • OJEU advertisement
  • procurement and contract strategies
  • evaluation strategy
