In order to deliver effective, value for money procurement within your department it is essential to build and sustain procurement capability. Procurement capability does not just relate to skills, it encompasses a number of other areas including leadership and internal procurement policies and processes and policies. Adherence to this Policy and Standards Framework, may help to improve procurement capability.
"Transforming Government Procurement", published by HMT in January 2007, laid out a new remit for OGC. The Procurement Capability Reviews (PCRs) of departments are a key component of this agenda and are designed to assess how far procurement in central government meets the demanding standards required to deliver Government policy and value for money now and in the future. PCRs are mandatory for all departments in central civil Government. They are intended to contribute to an overall assessment of departmental performance in procurement.
