Bright future for best practice guidance from the Office of Government Commerce

OGC brings its shining quartet back into the limelight

The Office of Government Commerce (OGC) holds the beacon in providing flexible, practical and effective guidance for a variety of business requirements - from implementing a project to setting up an effective, ongoing service management function.

This essential guidance comes together to form OGC's best practice portfolio - ITIL®, PRINCE2™, MSP and M_o_R®. These core publications remain the intellectual property of OGC, protected by Crown Copyright and, in some cases, Trade Marks.

The portfolio has been in the limelight recently, following OGC's advertisement in the Official Journal of the European Union (OJEU) on November 11, 2005. This invited tenders for publishing and accreditation services for ITIL®, PRINCE2™, MSP and M_o_R® - sparking a rumour that OGC might be selling off these four best practice products. This is not true.

The advertisement is the first step in the procurement process to secure future services to support the portfolio. The tenders will be awarded next summer and will replace two major contracts that are due to expire during 2006. Winners of the tenders will gain a licence to support the branded products in return for royalty payments and/or profit sharing, at levels to be determined during the competition.
The licences will include the right to publish books, CDs and other reference material under the OGC brand, in addition to providing accreditation services on behalf of OGC. Successful bidders will also be able to explore new opportunities for OGC's best practice portfolio, such as new publications and qualifications.

In summary, OGC is looking to build on its achievements to date while seeking out the opportunity to harness new capability. OGC remains committed to ensuring continuity of service for users of its best practice, and their organisations.

Background information:
ITIL® is OGC's IT Infrastructure Library, which originated from OGC's predecessors, the Central Computer and Telecommunications Agency (CCTA), which advised organisations on good practice in IT service management in the 1980s and 1990s.
In 1996, the CCTA launched PRINCE2™ - PRojects IN a Controlled Environment, a project management methodology. MSP is the Managing Successful Programmes best practice guidance for organisations and practitioners. M_o_R® is the publication, Management of Risk: guidance for Practitioners, covering risk management at strategic, operational, project and programme levels across any organisation.
