The Social Note originated from a recommendation of the Sustainable Procurement Group (SPG) in 2003, comprising public sector representatives. It was established by the Secretary of State for the Environment, Food and Rural Affairs, the Chief Secretary to the Treasury and the Deputy Prime Minister in November 2001, with a remit to consider how the Government could carry out the procurement of goods and services in a more sustainable manner within public sector purchasing.
The guidance focuses on the different stages of the procurement process, and the way social issues can legitimately be incorporated into the purchasing cycle.
