New OGC guidance: Early market engagement for procurers

OGC has released a new web-based publication, Early Market Engagement - Principles and Examples of Good Practice, useful to anyone involved in public sector procurement.

This is based on research to consider how to improve two-way communication with industry, as part of OGC's Kelly Programme. The Kelly Programme undertook to look at how the public sector could engage in market shaping activities to obtain a balance between public sector demand and private sector capability and capacity to respond to that demand.

Based on case studies from public sector procurers, the publication illustrates how the Government engages with industry and the potential benefits of this engagement. It introduces a number of tools and techniques for successful early market engagement, both at a strategic level and at a programme and project specific level.

There is also a short guidance note, Disclosure of Budgets in the Course of Procurement - When is it Appropriate? - the result of further research and a workshop held with public sector procurers.

This addresses the complex issue of whether or not budgets should be disclosed in the early stages of a procurement exercise. There is no simple yes or no answer, as any decision will depend on several factors, and it is impossible to cover all procurement possibilities - so each case will have to be judged on its own merits.

These guidelines discuss the key points, which should be considered before deciding how to proceed.
