Two new framework agreements, worth £79 million over the next three years, have been awarded for the supply and fit of tyres and glass for vehicles across UK government.
Five suppliers will be providing tyres, windscreens and other glazings for the full range of passenger and commercial vehicles to organisations throughout the public sector.
Supported by the Office of Government Commerce, the Police Information Technology Organisation (PITO) and NHS Purchasing and Supply Agency (NHS PASA) have respectively led these collaborative deals for vehicle glass and tyres, which are expected to generate efficiency savings of £6 million over three years.
The tyres deal was awarded in January, with expressions of interest from over 30 public sector organisations. This was followed by the vehicle glass deal, awarded in March on behalf of up to 52 police authorities and an initial 15 interested organisations from central and local government and the NHS.
The deals, which are open to the entire UK public sector, also include options for management and repair programmes that will bring both financial and environmental benefits: reducing costly replacements, whilst also cutting down on waste.
Michelle Rush, The Police Information Technology Organisation (PITO) commercial lead for the Windscreens Frameworks, said:
"PITO and the National Association of Police Fleet Managers (NAPFM) partnership was very pleased to act as the lead in the Windscreens Frameworks, to continue supporting delivery of continuous improvement and sustainable benefits to government fleet procurement through collaborative working".
David Pyle, transport category specialist at NHS PASA, said:
"NHS PASA was delighted to work in conjunction with the Office of Government Commerce (OGC) on this pan government framework agreement, which will offer substantial financial discounts and process savings to all government organisations".
Steve Newton, procurement manager in the OGC fleet commodity team, said:
"As part of our co-ordinated approach to management of the fleet category on behalf of the public sector, collaborative deals like this are key to the Government's strategy for delivering best value for money for the taxpayer from procurement.
The new framework agreements provide all public sector organisations access to framework suppliers which have been selected following a comprehensive evaluation of their product quality, service quality, value for money and environmental credentials."
The Office of Government Commerce (OGC) is an office of HM Treasury, responsible for improving value for money by driving up standards and capability in procurement, from commodities buying to the delivery of major capital projects, maximising the effective use of 60% of Government spending and a £30 billion property estate.
A new Government strategy launched in January 2007, Transforming Government Procurement, highlighted the central importance of procurement in delivering high-quality public services and best value for money. OGC is tasked with delivering this transformation, and with driving up standards and procurement capability across central Government. The OGC will do this through:
