The property benchmarking project covers the government's civil estate which comprises mainly office buildings occupied by central departments and their subsidiary organisations.
The Property Benchmarking Service began a phased roll-out of the benchmarking project to participating organisations during 2006. During this first year the details have been collected for 375 buildings from 31 organisations, housing 95,000 staff.
The benchmarking report is based upon information submitted during 2006 and on the author's experience in property benchmarking in the private sector. The report includes analysis that highlights the potential for finding efficiency savings.
As a key part of implementing the policy set out in Transforming Government Procurement, participation in the OGC Property Benchmarking Service has been made mandatory across central government from 1 April 2008.
