OGC strengthens its estates team with four new appointments

The Office of Government Commerce (OGC) has announced four new appointments to its Government Estate Transformation Team. Paul Stansall, Murray Quinney, Nick Philpott and Hash Mistry join an already successful team delivering on the Government's estate transformation programme.

Mike Burt, OGC's Director of the Government Estate Team, welcomed the appointments. Commenting in particular on Paul Stansall's arrival, Mike Burt said, "I consider that it is a significant positive comment on the importance of the High Performing Property (HPP) agenda and the work that OGC is doing to transform the government estate, that someone of Paul's calibre is willing to join the team. His particular experience and expertise will be invaluable in helping to drive HPP forward."

Paul Stansall is a chartered architect with an excellent track record in advising organisations on workplace space management and building occupancy strategy. He has a Diploma in Architecture from Leicester Polytechnic and an MA in design research from the RCA. He played a key role in the early development of Space Syntax theory at University College London. He was a senior research associate at DEGW and also a visiting professor at Cornell University. Since 1990 he has provided advice through his own consultancy businesses to clients such as the National Audit Office, British Airways, the Wellcome Trust and City University. He has advised Winchester City Council on the development of new civic offices and the London Borough of Camden on its school development plans. His consultancy work is enhanced through research, university teaching and publishing.

Murray Quinney started his career in property in 1986 in the private sector. In 1991, Murray joined Property Holdings Central London (an agency of the then Department of the Environment) progressing with the organisation, joining OGC through Property Advisors to the Civil Estate (PACE). Murray will be providing advice and support on policy and economics.

Nick Philpott is a Chartered Surveyor and Member of the Association for Project Management. Nick's career in property started in 1967 in the private sector. In 1991, Nick joined Property Holdings Thames South (an agency of the then Department of the Environment). Joining OGC through PACE, Nick will be providing advice and support to the East, South East and South West England and Wales.

Hash Mistry is a Chartered Surveyor with a long history of working in the public sector. Hash's career in property began in 1988 and he joins OGC from the City of Bradford Metropolitan District Council where he held the position of Property Services Officer in the Asset Management Section where his role involved both commercial and corporate asset management.

The Office of Government Commerce (OGC) is an office of HM Treasury, responsible for improving value for money by driving up standards and capability in procurement, from commodities buying to the delivery of major capital projects, maximising the effective use of 60% of Government spending and a £30 billion property estate.

A new Government strategy launched in January 2007, Transforming Government Procurement, highlighted the central importance of procurement in delivering high-quality public services and best value for money. OGC is tasked with delivering this transformation, and with driving up standards and procurement capability across central Government. The OGC will do this through:

Setting procurement standards and monitoring performance and capability;
Developing a cadre of skilled procurement professionals across Government;
Driving value for money through collaborative procurement;
Playing a stronger role in the successful delivery of major projects;
And improving management and use of the Government estate.
