Collaborative Procurement

In the Transforming Government Procurement report, the Financial Secretary to the Treasury states: "Acting collectively, rather than through separate departmental action, can be an important driver of value for money. Accounting officers have to take account of value for money for the Exchequer as a whole, rather than just the impact of a policy in achieving their own organisational objectives. This is particularly relevant in areas of common spend like commodity goods and services..."

In Collaborative Procurement OGC will act as an agent to effect this change so that collaboration becomes a basic reflex for procurement professionals.

OGC has already made significant progress - driving SR04 procurement efficiencies and laying the foundations for delivery against the Comprehensive Spending Review (CSR07) and beyond.  Using category management techniques, OGC has worked closely with departments and the wider public sector to establish central contracts that could be used across Government. 

Some of these have been developed in-house while others have involved encouraging government organisations to join with an existing departmental procurement process.  Each has supported with a "category profile" describing the marketplace, the deals available and relevant case studies.  For example, the Depertment for Work and Pensions, with the help of the OGC, has signed a £1 billion contract for government vehicles that will save the taxpayer £100 million over the next four years and provide significant environmental benefits too.
