Expected outputs and outcomes (output based specification)

Purpose:

  • To provide a description of the requirement in output or outcome terms, concentrating on what is required rather than how it is to be delivered; usually produced as an Output Based Specification.

Fitness for purpose checklist:

  • Is there a set of Operating Requirements (e.g. resources, procedures), which specify in output or outcome terms what must be in place in the changed operation in order to deliver the intended programme benefits?

Notes:

  • An Output Based Specification (OBS) focuses on the desired outputs of a service in business terms, rather than a detailed technical specification of how the service is to be provided; this allows providers scope to propose innovative solutions that might not have occurred to the procurement team.
