There is an increasing desire to see public sector spend being used to deliver wider policy objectives to achieve "Policy through Procurement" or PtP. There are a number of agendas that public procurement is expected to deliver, including environmental issues, removing barriers to SME participation in public procurement, fostering innovation and promoting equality of opportunity.
