Pre-Qualification Questionniare (PQQ)

OGC has developed a standardised Pre-Qualification Questionnaire (PQQ) for use in above threshold procurements.

This PQQ contributes to the Access for All programme taking place as a result of the report 'Accelerating the Economic Engine', (Dec 2008) where Anne Glover was asked to lead a committee to examine what the Government could do to make it easier for Small and Medium Sized Enterprises (SMEs) to supply the public sector. One of the 12 key recommendations contained in the report highlighted the need for standardised pre-qualification questionnaires across the public sector. OGC's PQQ enables public sector purchasers using the EU restricted procedure to procure goods, services and/or works to identify the eligible and capable suppliers to invite to tender for contracts, whilst helping to ensure that the number of suppliers shortlisted to proceed to the next stage is an appropriate and manageable number. This model PQQ will also assist in ensuring that the selection process is consistent with the EU procurement rules.

The purpose of using a PQQ during the selection stage process is to enable the Authority to create a short list of potential providers by obtaining sufficient information to evaluate the suitability of potential suppliers in terms of:-

  • Economic and Financial Standing
  • Technical/Professional Ability and capacity
  • Legal status

These documents comprise of a core questionnaire and guidance note (which contains supplementary questions across areas such as collaboration (including frameworks) and ICT) which can be considered for inclusion at the purchaser's discretion, where relevant to the subject of the procurement and consistent with EU rules. It also includes various social and environmental questions that could be asked where appropriate and relevant. Please note: These are template documents and, as such, should be amended to reflect the individual characteristics of your procurement. They have been drafted assuming that the EU restricted Procedure will be used, if you are using another EU Procedure you will need to tailor the templates to ensure that they are appropriate. It is recommended that advice/guidance is sought in the first instance from your legal advisors, where appropriate.

The PQQ asks simple questions to establish suppliers' suitability to tender against the requirement and operates on a 'self-certification' basis, where supporting evidence need not be submitted (although it may be requested at tender stage).
