Policy and Standards framework
Welcome to the Policy and Standards Framework, a new on-line portal to guide you through the key principles and processes of public procurement, helping you understand "what to do" and "how to do it".
Markets and Collaborative Procurement
The Markets & Collaborative Procurement Programme is working with public sector organisations and suppliers to ensure a managed and strategic approach to the procurement of common goods and services. Our complex Programme covers:
- Development of pan-Government strategies for categories of common goods and services which seek to maximise value for money by managing total category expenditure.
- Delivery of strategies by category teams. The teams provide access to contractual agreements which offer a variety of category specific solutions meeting the requirements of public sector organisations while ensuring that policy objectives are met, such as sustainability.
- Collection and analysis of public sector spend data, through the Public Sector Procurement Expenditure Survey (PSPES).
-Intelligence gathering on markets and suppliers to Government that enables the Commercial Category Boards to manage these areas to deliver better value for money to the taxpayer.
- Work to shape the public sector procurement environment to ensure that customers have easier access to the best contractual agreements through buying organisations.
Complex Procurement
Very often, organisations contemplate and undertake complex procurement projects. In the longer term, where collaboration is possible, it will provide better value and simpler procurement solutions. But as many organisations need guidance on how to deliver their existing challenges, OGC continues to provide that too.
Procurement Capability Reviews
Procurement Capability Reviews were announced for all Government departments in January 2007 as a key enabler of the Transforming Government Procurement report.
Government Procurement Service
The Government procurement Service (GPS) is the professional group representing central government procurement specialists. GPS has established a range of career and professional development options for those managing government procurement or interested in becoming a part of it.
Procurement Efficiency
This guidance sets out the high-level approach to the measurement of procurement efficiency gains as well as VFM returns.
