The Kelly programme implemented recommendations resulting from the OGC report on Increasing Competition and Improving Long Term Capacity Planning (PDF). This report was accepted by HM Treasury Ministers and launched on 10th December 2003 as part of the Autumn 2003 pre-budget report, along with an Action Plan (PDF, 63KB). This high profile work covered the wider public sector and, for the first time, saw Government markets managed in a co-ordinated way with the potential for considerable value for money savings.
Work on the First Kelly Market (construction) has been completed and the recommendations are being implemented by OGC. Second market project (waste management) report was published in May 2006. The recommendations are being taken forward by Defra.
The Action Plan (PDF, 63KB) aims to fulfil the recommendations of the OGC report. The overall intention is to make the public sector better at planning its procurements and communicating its needs to industry in a way that best uses available capacity within markets and enables industry to respond effectively, innovatively and at an affordable price.
To fulfil one of the report's recommendations OGC has provided guidelines on the factors to be taken into account when seeking to reduce the risk of adverse consequences arising from over-dependency. The guidelines are not intended to discourage the establishment of long-term relationships or the benefits that such associations can bring. Its purpose is to identify situations in which over-dependency is at risk of occurring, and then to establish the ways of avoiding and addressing any related issues that may arise.
