OGC is committed to working with public sector organisations to ensure that expenditure on external consultants is kept to a minimum and that value for money is obtained.

The NAO report Central Government's Use of Consultants (Dec 2006) made specific recommendations where Central Government can improve the way it assesses the need for, procures, and uses consultants.  In response, and following a comprehensive review of the use of consultancy within the public sector, the Consultancy Value Programme (CVP) has been launched by the OGC in collaboration with Government Departments, to ensure that better value for money is achieved from consultancy within Government.

The Consultancy Value Programme (CVP) sets out requirements on departments to harness value from consultancy spend. It includes all the central government departments with significant consultancy spend, working together to agree best practice and approach.

CVP is about ensuring a consistent, controlled, and effective use of consultancy within Departments - making Government a more intelligent client.  CVP will only be effective with full Departmental engagement. The Programme provides a range of initiatives and tools to help procurers and end users of consultancy to help identify when consultancy is the best solution, to ensure the procurement business case is robust, and to feel confident they are extracting best value out of the relationship.

OGC has published  'Business case Guidance notes' and a template that will assist buyers to develop a business case using step by step guidance and outline the value that is envisaged at the outset from the consultancy procurement.

The team has published a 'Guide to Consultancy Pricing'  following work with the NAO.  It aims to provide buyers and users of consultancy with practical help so that they can understand how consultancy is costed, the elements which make up the cost and how to influence the price paid.
