In April 2005, municipal waste management was selected as the Second Kelly Market, given the need for the UK to meet its obligations under the European Union Landfill Directive.
The Second Kelly Market Report (PDF, 319KB)was produced as a result of extensive consultation with those responsible for developing waste policy, procurers of waste management infrastructure and industry and includes recommendations and a plan for action.
OGC worked closely with a number of relevant government departments, the Local Government Association (LGA), and the Regional Centres of Excellence (RCEs) to develop an understanding of future demand and procurement activity in the waste market. Local suthorities were surveyed which provided useful data on the future shape of the waste market and potential capacity constraints.
The survey results were collated to establish aggregated data for England and the nine English regions. The survey response rate (PDF) breakdown provides an overview of survey returns by authority type and region.
