Recently updated items
New model terms and conditions of contract
OGC has published refreshed and updated model terms and conditions for goods and services, and guidance, following an open consultation process with stakeholders in Government and the Private Sector. They are recommended for use by procuring authorities in central civil Government. These models embody good procurement practice and are designed for low to medium risk procurements, with values above the OJEU thresholds.
Key changes
These new versions include amended and new provisions that reflect a number of key policy changes in the following areas
- a new clause allowing assignment of invoices to factoring companies without prior consent, which allows smaller businesses to raise finance more easily
- explicit clauses around prompt payment and the Late Payment of Commercial Debts Act, that encourage good payment practice
- strengthened data security clauses following the publication of the Data Handling Procedures in Government report (June 08)
- specific guidance and model clauses for Consultancy contracts

OGC has published a new practical guide - "Make Equality Count", which clarifies what the existing public sector equality duties mean for public procurement, and how equality related issues can be addressed at each stage of the procurement process in a way that is consistent with EU procurement rules.

OGC has today published a third round of Procurement Capability Reviews for the Department of Health (DoH), the Home Office (HO), HM Revenue and Customs (HMRC) and the Ministry of Justice (MoJ). Each report includes findings and recommendations in relation to the department's procurement capability in nine key areas alongside an Improvement Plan from the respective departments. A Tranche three overview report gives an update on progress to date and next steps.
As part of the 2008 Budget, Government asked Anne Glover to lead a committee to examine what the Government could do to make it easier for Small and Medium Sized Enterprises (SMEs) to supply the public sector. The Government has welcomed the recommendations within the Glover Committee's report "Accelerating the SME Economic Engine: through transparent, simple and strategic procurement".
OGC's Annual Statement 2008 provides a three-year roadmap to achieve better value for money from the £175 billion Government spend on third party goods and services. It also highlights our delivery successes from the past year and details our forward operational focus.
